RE: AMENDMENTS TO THE WORLD RUGBY LAWS OF THE GAME – LAW 3 – TEAM

EXCO acting in accordance with the Bye-Laws and on the recommendation of the Rugby Committee has agreed to approve changes to Law 3 of the Laws of the Game

Law 3.33c (Tactical Replacements Joining The Match)
EXCO on the recommendation of the Rugby Committee has agreed to approve an immediate Player Welfare driven law change whereby Law 3.33c becomes:
A player undertaking an HIA. with a head injury
The amendment to Law 3.33c will now mean that even in “Recognise & Remove” games players who sustain a head injury can now be replaced by a player who has been previously
tactically substituted.

RE: IMMEDIATE IMPLEMENTATION OF CHANGES TO LAW 19.10B
AMENDMENTS TO THE HIGH TACKLE SANCTION FRAMEWORK AMENDMENT TO THE REGULATION 17 SANCTION TABLE
DATE: 08 JULY, 2019
EXCO, acting in accordance with the Bye-Laws and on the recommendation of the Chairmen of the Rugby Committee and the Regulations Committee, has agreed to the following changes
with immediate effect:

1. In order to alleviate axial loading, Law 19.10b in relation to scrum engagement becomes:

“The front-rows crouch with their heads to the left of their immediate opponents’, so that no player’s head is touching the neck or shoulders of an opponent.”

2. The wording in the High Tackle Sanction Framework (see https://laws.worldrugby.org/?domain=9) to be amended to remove references to direct or indirect contact and to simplify
the questions within the framework. This follows operational feedback from the World Rugby U20 Championship 2019.

3. The mandatory mid-range sanction in the Regulation 17 Sanction Table is amended to include both head and/or neck:

“Note: Any act of foul play which results in contact with the head and/or neck shall result in at least a mid-range sanction”
